Brazil Amends Rules for Infant Formula Ingredients and Probiotics

Brazil’s ANVISA expanded the list of authorized ingredients for infant and young child foods by adding new approved sources of HMOs, DHA, and probiotic strains.
The instruction also revises maximum and minimum usage limits for selected substances in infant formulas and cereal-based foods, including 2'-FL, LNnT, and specific probiotics.
On June 15, 2026, Brazil's National Health Regulatory Agency (ANVISA) published Normative Instruction No. 453/2026, which amends the regulations for ingredients in foods for infants and young children. The update introduces new approved sources for human milk oligosaccharides (HMOs) and Docosahexaenoic Acid (DHA), adds new probiotics to the positive list, and revises usage limits for certain substances in infant formulas and cereal-based foods. The regulation became effective immediately upon its publication.
