Brazil Updates Permitted Ingredients for Infant Formula and Special Dietary Foods

Brazil’s Anvisa adopted Normative Instruction No. 414/2025, updating special dietary food regulations for infant formulas, young child foods, enteral nutrition, and metabolic disorder formulas by expanding approved ingredient lists and setting new use limits.

On January 8, 2026, Brazil notified WTO members of the National Health Surveillance Agency's (Anvisa) decision to adopt Normative Instruction (NI) No. 414/2025. This instruction, approved on December 17, 2025, updates regulations for special dietary foods by amending the lists of approved constituents and their maximum usage limits. The scope includes infant formulas, transitional foods, cereal-based products for young children, enteral nutrition, and formulas for inborn errors of metabolism. The regulation was published in the Official Gazette and took effect on December 22, 2025.
