Canada Consults on Redefining 'Milk Ingredients' and 'Modified Milk Ingredients' for Food Labeling

The CFIA is proposing to amend the definitions for the collective terms “milk ingredients” and “modified milk ingredients” to provide greater clarity and consistency on food labels.
A key proposal includes renaming “modified milk ingredients” to “milk-derived ingredients” to better reflect the nature of these components.
On August 22, 2025, the Canadian Food Inspection Agency (CFIA)
launched a 60-day consultation on proposed amendments to the Common
Names for Ingredients and Components document. The proposed
changes aim to
clarify the definitions and usage of the collective common names "milk
ingredients" and "modified milk ingredients" in the ingredient lists of
prepackaged foods. The consultation period will close on October 21,
2025.
The proposal seeks to address industry feedback that the current
definitions are ambiguous and that the term "modified milk ingredients"
does not accurately describe the components it covers. The amendments
are intended to help companies apply these common names more
consistently and provide consumers with clearer information.
