China CFDA: Infant Formula Products Subject to Monthly Spot Check

1. China will tighten control on special food by implementing a registration system. 2. China CFDA will conduct random inspection of infant formula products on a national scale every month.

Mr. Teng Jiacai, the deputy director of China CFDA stated during a national food safety production supervision meeting that special food will be subject to the intensified supervision of CFDA. For infant formula, monthly sampling and testing of products in circulation will be carried out.

The term “special food” was firstly introduced by China’s new Food Safety Law and includes health food, infant formula and food for special medical purposes, all of which are or will be subject to registration. Except health food, the latter two do not require registration yet. CFDA is however in the process of actively compiling regulations for registration of infant formula formulations and medical foods. CFDA has submitted the two draft regulations to WTO and is seeking comments from WTO member countries (see CL Food news on 15 Jan 2016 and CL Food news on 19 Jan 2016). The finalized versions are expected to be issued in the first half of this year. Under the new registration requirements domestic and overseas infant formula manufacturers will be restricted to producing just 3 product lines. 

Meanwhile, CFDA is also dedicated to propelling the development of an infant formula traceability system (see CL Food news on 12 Jan 2016).

All these policies jointly contribute to realizing a transparent life cycle for infant formula products here in China.
