On Apr. 28th, 2018, China General Administration of Customs (GAC) announced the revision of 71 regulations and abolition of 2 regulations related to customs supervision. This decision is an outcome of the institutional reform scheme outlinded during the 13th National People's Congress (read CL news here). The changes entered into force on May 1st.
Due to the overlap with the existing GAC regulatory requirements, “Administrative Reconsideration Measures for Entry-Exit Inspection and Quarantine” and “Administrative Measures of Penalty Procedures for Entry and Exit Inspection and Quarantine" are abolished.
Regarding regulation revision, it mainly involves the change of competent authority and operation procedure of customs declaration and inspection. AQSIQ responsibilities previously designated to provincial CIQs have been absorbed by the GAC. GAC will now manage all regulations previously controlled by these 2 entities for example:

The following CIQ related requirements are also removed:
Inspection and quarantine department shall inform Customs of relevant information or Customs applies to inspection and quarantine department for relevant inspection work.
