On Apr. 10, 2019, China GAC announced the risk level system as well as inspection and quarantine supervision mechanism for imported & exported feed and feed additives. Risk is assigned based on the ingredients used in a product and stratified into four tiers each with corresponding supervision requirements.
Regulatory compliance obligations: Tier 1-4
Level 1
Apply for and obtain “Permit for Quarantine of Entry Animals and Plants” (hereinafter “Quarantine Permit”) prior to import
Check the “Quarantine Certificate” and conduct quarantine during the import
Conduct quarantine supervision of the processing sites after import
Level 2
Apply for and obtain “Quarantine Permit” prior to the import
Check the “Quarantine Permit” and conduct quarantine during the import
Level 3
Check the “quarantine certificate” and conduct quarantine during the import
Level 4
Conduct quarantine during the import
