On May 6, 2022, China National Forestry and Grassland Administration opened the draft of Administrative Measures of Special Marks for Wildlife Under National Major Conservation and Their Products for public comments. Any comments can be sent to [email protected] before May 21, 2022.
Application Scope
The proposed regulation mainly applies to:
12 species of parrots and 7 species of reptiles bred as pets;
medicines, Chinese herbal pieces and health food products containing ingredients of terrestrial wild animals under national major conservation;
specimens of terrestrial wild animals under national major conservation;
products made of skins of terrestrial wild animals under national major conservation and other wild animal products.

Major Provisions
Wild animals and their products included in the application scope can only be sold, purchased, used, transported, carried or delivered after obtaining and using special marks in accordance with the Measures. It is noteworthy that health food containing ingredients of terrestrial wild animals under national major conservation must obtain licenses before production and use special marks.
According to related regulations, for imported health food containing ingredients of animals and plants and their products in the list of the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), stakeholders shall prepare the following documents: import and export licenses, customs certification documents, as well as approval documents from the administrative department of agriculture (fishery) and forestry under the State Council.
Special Marks
As per the Measures, the special mark is used to manage the business and utilization activities of wild animals and their products. The mark shall be the specified pattern. One physical object shall have one special mark with a separate code, which can be used as the certificate to prove the legal source of wild animals and their products.
