FSSAI Mandates Closure Reports Submission for Expired Licenses

FSSAI has issued an order mandating the submission of a formal Closure Report for expired licenses, along with a user manual to guide the process.

On May 20, 2025, the Food Safety and Standards Authority of India (FSSAI) has made it mandatory for all Food Business Operators (FBOs) whose licenses or registrations have expired during FY 2024-25 to submit a formal Closure Report. This order is aimed at tightening regulatory compliance and preventing unlicensed operations. FBOs must now declare cessation of operations, obtain a new license if continuing, or provide specific reasons for non-renewal via the Food Safety Compliance System (FoSCoS) portal.

Key contents

According to the official order, FBOs must confirm whether they have stopped business activities at premises linked to the expired license or acquired a new license/registration. In cases where the license is not renewed, they are required to explicitly state the reasons for closure or non-renewal. All such declarations must be filed through the FoSCoS portal.

The FSSAI has clarified that this mandate will apply to all future expirations as well. Submissions are to be made online, with step-by-step guidance provided in the user manual issued alongside the order. Operating a food business on an expired license or registration will be considered a serious violation under the Food Safety and Standards Act, 2006, and may attract penalties up to ₹10 lakhs.

To facilitate compliance, FSSAI also sends automated emails titled “Notice for Closure of Food Business” through the FoSCoS system upon license expiry. Food businesses are advised to ensure their email details on the FoSCoS portal are accurate and updated.

Key Steps on How to Submit the Closure Report

1. Log into the FoSCoS account.

2. Click on the 'Procedures' tab under 'File your response' → 'Expired License/Registration'.

3. Choose one of the three options:

  • Option 1: Filed renewal application with applicable penalty vide application number — enter the reference number or application number and submit.

  • Option 2: Obtained new license — enter the new license number and submit.

  • Option 3: Closed the business — write closure remarks and submit.
