FSSAI Proposes Fixed Renewal Cycles and Long-Term Validity for Food Business Licenses

India proposed three key reforms to streamline FSSAI license renewals: fixed annual renewal dates, 10-year license validity for trade and retail businesses, and a minimum 3-year term for petty food registrations.

On May 20, 2025, the Food Safety and Standards Authority of India (FSSAI) released a Consultation Paper proposing changes to its licensing framework. Major updates include introducing fixed renewal dates, extending license validity up to 10 years for select categories, and removing 1-2 year options for small business registrations. Feedback shall be submitted via this form within 30 days from the release date.

Background

Under current Regulation 2.1.7 of the Food Safety and Standards (Licensing and Registration of Food Businesses) Regulation 2011, Food Business Operators (FBOs) can choose their license validity between 1 and 5 years. While this flexibility helps some businesses, it has led to inconsistent renewal dates across units and states. This creates tracking difficulties, especially for FBOs with multiple outlets across different locations, leading to administrative burdens for both FBOs and licensing authorities.

Moreover, in 2023, FSSAI had eased the renewal process by introducing instant self-declaration-based renewals and removing the earlier ₹100/day late renewal fee. Despite this, industry stakeholders have requested further simplification and standardization of license renewal timelines.

Key Proposals in the Consultation Paper

Proposal 1: Fixed Renewal Cycles

FSSAI proposes introducing four standard renewal dates every year:

  • January 15

  • April 15

  • July 15

  • October 15

For Existing FBOs:
At the time of renewal, FBOs can choose one of these dates for the next renewal cycle. A rationalized license fee will be calculated depending on the selected date.

For New Applicants:
The Food Safety Compliance System (FoSCoS) will auto-assign the nearest upcoming standard date as a one-time alignment measure. Applicants will have a one-time option to reset the renewal date by paying the additional license fee for the differential period.

Proposal 2: 10-Year Validity Option for Trade/Retail Businesses

To ease the burden of frequent renewals, FSSAI is exploring long-term validity of up to 10 years for specific categories under the Trade/Retail business types, including:

  • Storage (Non-refrigerated, Cold, and Controlled Atmosphere + Cold)

  • Wholesalers

  • Distributors

  • Transporters

  • Retailers

  • Direct Sellers

  • Food Vending Agencies

  • Importers

  • e-Commerce Operators

  • Exporter-Traders/Merchants

If FBOs choose this option and FSSAI later revises license fees or if the FBO upgrades from State to Central license, they must pay the difference. No refunds will be granted for downgrades (e.g., Central to State license).

Proposal 3: Minimum 3-Year Validity for Petty Food Business Registrations

To reduce dependency on consultants for frequent renewals, FSSAI proposes removing 1-year and 2-year registration validity options. Registrations would be issued only for 3, 4, or 5 years. This aims to make compliance easier for small-scale and petty FBOs.
