Indonesia Expands Prior Notice Requirement for All Agricultural Imports from October 6, 2024

According to a report by the U.S. Department of Agriculture, Indonesian Quarantine Authority (IQA) has confirmed that starting October 6, 2024, exporters must submit prior notice before shipping any agricultural products to Indonesia.

Previously, this requirement applied only to fresh food of plant origin (FFPO) since 2016. Exporters from FFPO-recognized countries had to submit a prior notice form to the IQA through the E-"prior notice" website. Exporters from non-recognized countries also had to submit prior notice, along with a certificate of analysis (COA) from an IQA-approved laboratory and a food safety certificate from the country of origin.

On July 4, 2024, Indonesia notified the WTO of its intent to expand the prior notice requirement to all agricultural products, including animal, fish, plant and their products. On September 30, 2024, the IQA confirmed that this expansion would take effect on October 6, 2024. Exporters are now required to submit a Prior Notice (K-1.2) via the online portal at the time of exporting agricultural commodities to Indonesia. A user manual is also available on the portal.

To finish a Prior Notice notification, exporters must provide specific certification information, including the description of commodity, description of container, health/sanitary/phytosanitary certificate, and GMO status.
