Malaysia Releases Guidelines on Standardized Functional Class Terms for Food Additives

1. Malaysia’s Ministry of Health issued a Guide on Functional Class Terms of Food Additives to standardize bilingual (Bahasa Malaysia–English) terminology used on food labels.
2. Permitted food additives include those under Malaysia’s Food Regulations 1985 and Codex standards, and in case of discrepancies in maximum levels, the less stringent level applies.
3. Food labels must follow specific declaration formats (with or without INS numbers) and use the mandatory list of 30 standardized functional class terms in Bahasa Malaysia.
On February 25, 2026, the Ministry of Health (MOH) Malaysia released the Guide on Food Additive Functional Class Terms. This document serves as a comprehensive reference for the translation of functional class terms in both Bahasa Malaysia and English, aiming to standardize the terminology used on food labels. The guidelines reinforce compliance with the Food Regulations 1985 (PPM 1985) regarding the declaration of food additives and provide clarity on permitted additive sources including Codex Alimentarius standards.
