Malaysia to Amend Milk and Milk Products Regulations of Food Regulations 1985

As revealed by a WTO Notification on April 26, 2024, Malaysia is consulting on the revisions to Food Regulation 1985 regarding milk and milk production regulations. Any opinions can be commented within 60 days from notification.

Major Revisions

  • Amendments to Regulation 82 on the definition and specifications for milk or raw milk

It proposes that milk or raw milk shall not contain any drug residue or added nutrient.

In these Regulations, “milk”, “raw milk” or “fresh milk” means the normal, clean, fresh mammary secretion of healthy cow, buffalo, goat or sheep that is properly fed and kept, excluding that obtained during the four days immediately following calving.

In these Regulations, “milk”, or “raw milk” means the normal secretion of milk from a healthy cow, buffalo, goat or sheep obtained from one or more milkings without addition or extraction thereof. It should be free of colostrum.

Specification for milk

Milk shall not contain any

a) Added water

b) Permitted food additive

c) Other added substances; or

d) Trace of antibiotic substance

e) Added nutrients

  • Insertion of a new sub-regulation 117 (1B)

Regulation 117 (1B) stipulates that the term "fresh" shall not be used on the label on any package of recombined milk and reconstituted milk.

  • Inclusion of reference to regulation 91B and 97A in sub-regulation 117(7)

Notwithstanding paragraph 10(b), all particulars required to appear on the label on a package of the milk products specified in regulations 84, 90, 91, 94, 95, 97, 98 and 99 shall be in Bahasa Malaysia and may include translation thereof in any other language.
