Philippines Overhauls Food Additive Rules, Fully Adopts Codex GSFA

The Philippines has made Codex GSFA the default framework for food additives and processing aids, replacing the former local regime with a strict positive-list system that only permits additives explicitly adopted for specified food categories.

The order also formalizes updated rules for specific substances and processing aids, including the legalization of cyclamates, tighter controls on additives in infant formula and complementary foods, and the adoption of Codex-based standards for flavorings and processing aids.

On July 23, 2026, the Department of Health (DOH) of the Philippines released Administrative Order No. 2026-0011, titled Revised Guidelines on the Adoption of Codex General Standard for Food Additives (GSFA) and Processing Aids, Repealing Administrative Order 88-A s. 1984. The new regulation overhauls the country's framework for food additives and processing aids, aligning it with international standards set by the Codex Alimentarius Commission. The Order will take effect 15 days following its publication in the Official Gazette.
