On October 9, 2019, China State Administration for Market Regulation (SAMR) introduced 13 quick-result test methods in response to prominent violations relating to prohibited ingredients in food circulating on the market, making it the first time for SAMR to publish quick detection methods.[1] Those methods are:

On October 14, SAMR once again sought external input from industry, experts and the public on quick detection methods and complementary test methods,[2] indicating an ongoing program to promote quick detection methods. Any comments shall be submitted prior to November 1 by emailing to [email protected] with subjects “食品补充检验方法立项需求+联系人+申报单位”(food complementary test method demand plus contact plus organization name) or “食品快检方法立项需求+联系人+申报单位” (food quick detection method demand plus contact plus organization name).
Quick Detection Method Might Embrace Higher Legal Status
According to Article 112 of currently effective Food Safety Law, competent authority in charge of food safety inspection “could use quick-result detection methods to test sampled food during inspection and supervision”. When quick test results are positive, sampled food shall be sent to designated testing organization for confirmation, results of which constitute legal basis of any executive penalty handed down.[3]
Quick test equipment is known for portability and immediate results, making it highly efficient to conduct onsite inspection especially over special and fresh food. It contrasts with traditional spectroscopy or other methods that usually take days in labs. “We do not rule out the possibility of revising the legal role of quick detection methods in food safety”, remarked Rock Luo, expert from REACH24H Consulting Group, he went on to say“result of quick tests could eventually serve as the legal basis for administrative and legal penalties handed down to food enterprise adding illegal substances to their products”.
