The Center for Food Evaluation, a sub-department of State Administration for Market Regulation (SAMR), is requesting tenders for research into 10 health food raw materials, according to a notice published Nov. 4 on Government Procurement Website.[1] Details are:

The ten ingredients are already widely applied in registered blue-hat certified products in China. ChemLinked analyzed the database of registered products and found many Chromium yeast products use the labeling claim “help reduce blood sugar” or “supplement Chromium”, lingonberry extract use labeling claims such as “lessen eye fatigue” or “strengthen immunity”, rhodiala rosea extract use claims such as “anti-fatigue” or “higher hypoxia tolerance” and some are related to strengthened immunity.
Expansion of the directory will make “Blue-hat” certification easier
In China’s health food management system, health food certification requires a product to be either registered or filed depending on the labeling claims made on the product and the specific characteristics of the product. Health foods which use active ingredients that are not listed in the Directory of Health Food Raw Materials, are subject to registration and require efficacy and safety evaluation to substantiate the functional claims used on these products.[2] Products which use active ingredients included in the raw materials directory and use specific labeling claims are subject to filing.[3]
Roughly 60 ingredients have already been researched
This is not the first time that CFE commissioned research of this kind. There were two tender notices involving over 60 functional health components released in Nov. 2017 and Nov. 2019 respectively.

By April 2019, five raw materials in the first tender notice (2017) were released and subject to a public consultation period. They are coenzyme q10, melatonin, fish oil, reishi shell spore powder and spirulina.
