Singapore Implements Safety Assurance for Food Establishment Framework to Strengthen Food Safety

Singapore will implement the new risk-based SAFE framework on 19 January 2026, replacing the annual snapshot grading system with continuous assessment based on compliance track records.
The SAFE framework will be phased in, and from Phase 2, Category 1 establishments will need both a good track record and an AFHO plus FSMS (non-certified or certified) to attain or maintain Grade A.
On January 7, 2026, the Singapore Food Agency (SFA) announced that it will implement the Safety Assurance for Food Establishments (SAFE) framework starting from January 19, 2026. The SAFE framework will replace the existing annual, snapshot-based grading system with a risk-based approach that assesses food establishments based on their ongoing compliance track records and the effectiveness of their Food Safety Management System (FSMS) implementation.
