Indonesia Proposes New Food Safety and Quality Assurance System (SMKPO) Certification for Processed Food Circulation

A new draft regulation will mandate all business actors in the processed food circulation chain, including importers, to obtain a Food Safety and Quality Assurance System (SMKPO) certificate.
The regulation introduces two distinct types of certificates based on business risk: a “Commitment Fulfillment Certificate” for smaller retailers and a more comprehensive “Standard Fulfillment Certificate” for importers, distributors, and large supermarkets.
On November 17, 2025, Indonesia BPOM released a draft regulation concerning the Implementation of a Safety and Quality Assurance System (SMKPO) for Processed Food in Circulation. This draft, intended to replace BPOM Regulation No. 21 of 2021, aims to enhance food safety and quality control throughout the distribution chain. BPOM is inviting public feedback on the draft until November 24, 2025.
