Vietnam to Amend National Technical Regulation for Alcoholic Beverages

1. Vietnam’s Ministry of Industry and Trade has notified the WTO of a new draft National Technical Regulation for alcoholic beverages, updating food safety indicators, technical limits, and management requirements, with a proposed entry into force on July 1, 2026.
2. The draft expands definitions and classifications (including white spirits), tightens or clarifies chemical and microbiological limits (e.g., methanol, patulin, microorganisms in draft beer), and updates test methods such as AOAC 2015.01 for heavy metals.
3. Pre‑market conformity declarations are replaced by self‑declaration of product, and new traceability and labeling rules are introduced, with a six‑month transitional period for existing products, labels, and packaging.
On December 4, 2025, Vietnam's Ministry of Industry and Trade (MOIT) notified the World Trade Organization (WTO) of a new draft National Technical Regulation for alcoholic beverages. The draft aims to update food safety indicators and management requirements for alcoholic beverage products. It is intended to replace the current regulation, QCVN 6-3:2010/BYT, which was issued by the Ministry of Health (MOH). The final date for stakeholders to submit comments on the draft is January 3, 2026, with a proposed entry-into-force date of July 1, 2026.
