China Announces Dairy Industry Development Roadmap

On Jan. 9, 2017, five ministries and commissions of China including MOA, NDRC, MIIT, MOFCOM and CFDA jointly announced “National Dairy Industry Development Plan (2016-2020)” in accordance with the overarching regulation for dairy products “Regulations on Supervision and Administration of the Quality and Safety of Dairy products”, which recognizes the important position of the dairy industry in China’s overall food safety system, and also identifies the main tasks for dairy industry development over the next several years.

Currently, imported dairy products as well as infant formula are extremely popular in China. However growth in this area has negatively impacted the development of China’s domestic dairy industry. This development roadmap aims to establish greater parity and stimulate the growth of a more competitive domestic dairy industry and enhance its competitiveness and sustainability.

Regional development scheme

At present, northeast China, north China, and Inner Mongolia region are the major dairy regions. It is planned to prioritize the development of dairy in the south of China.

Construction of milk production, processing and pastures

The development of dairy sources will be prioritized with a focus on animal husbandry, breeding programs, production and processing facilities. Infant formula manufacturers are encouraged to establish their own milk sources and develop the reputation, quality and safety of domestic brands.

Supervision of safety and quality of dairy products

Dairy industry policies and legislation will be further improved and more demanding market access requirements will be implemented. Quality and safety risk assessment for dairy products will be carried out, and enterprises will be guided to establish traceability systems. The supervision of reconstituted milk will be intensified and a stricter labeling system will be used.

Promotion of industrial integration

New operating entities including household pastures and specialized dairy cooperatives will be developed. Cooperation between dairy farmers and dairy enterprises will be promoted and greater equity between both parties will be encouraged.
