On April 15, 2016, 7 days after the first batch of positive list was implemented (see CL news report on April 7, 2016), 13 ministries and commissions of China co-released the second batch of positive list for commodities traded through cross border e-commerce, which took effect from April 16, 2016.
151 types of new commodities have been supplemented in the appended positive list for CBEC traded commodities this time, which lifted the “ban” on the import of liquid milk, fresh foods, health food, foods for special medical purpose, etc. to China through CBEC.
1. Liquid milk and fresh foods are now included in the positive list for CBEC traded commodities, and can be imported through bonded warehouses to China.
2. Health food and foods for special medical purpose are now allowed to be traded through CBEC after registration or filing with CFDA according to the Food Safety Law.
3. Grain and grain products can be traded through CBEC (through bonded warehouse) with a limit on annual purchase amount per individual of 20kg/person.
4. Unregistered infant formulas are allowed to be traded through CBEC before 1 Jan 2018 (see CL news report on April 14, 2016).
