Key Changes in Select New/Revised Standards
GB 7718-2025 General Standard for the Labeling of Prepackaged Foods
The key revisions in GB 7718-2025 involve allergen labeling as a new mandatory labeling item, digital labels, ingredient labeling, date marking and exemptions. Specific labeling requirements such as font size are not covered in GB 7718, and are separately stipulated by the Administrative Measures for Supervision of Food Labeling. It is worth noting that terms such as "not added", "not used", and other phrases with essentially the same meaning must not be used. The production date and expiration date of pre-packaged food products shall be clearly indicated in the order of year, month, and day. Requirements for digital labels are introduced. GB 28050-2025 General Rules for Nutrition Labeling of Prepackaged Foods
Key updates of this standard include the following:
The nutritional components subject to mandatory labeling requirements are changed from “1 (energy) +4 (nutrients)” to “1+6”, with saturated fat (acid) and sugar as the new compulsory nutrients to be labelled.
It is newly required to label the warning “Children and adolescents should avoid excessive intake of salt, oil, and sugar” under the nutrition facts panel.
Requirements regarding nutrient reference value and nutrition claims are amended.

This standard refines the technical requirements for essential and optional ingredients in infant formula FSMPs, and also adjusts choline from an optional ingredient to an essential one. This standard enhances the content requirements for key ingredients, increasing from "over 25%" to "50% or more “ of total dry substance. Furthermore, the use of honey in cereal-based complementary foods is prohibited. This standard similarly prohibits the use of honey in canned complementary foods. Additionally, it revises the requirements for the form of granular and tablet(block) canned complementary foods and introduces labeling requirements for this type of product. This standard mainly revises the following:
Silicone Rubber Additives: Clarifies the additives allowed for silicone rubber, distinct from general rubber.
Paper Additive Requirements: Revises usage limits for a specific paper additive in line with international standards.
Additive Name Standardization: Corrects the names of four additives for consistency.
Plastic Additive Revisions: Updates the usage limits for C.I. Pigment Blue 15.
Migration Limits: Revises migration limits (SML), residue levels (QM), and total migration limits (SML(T)) for four additives.
Additionally, three new SML(T) groups were added to Annex B, and PVA/PVOH plastics were included in Annex D.
