Taiwan Bans the Use of Eucalyptus Globulus as Food Raw Materials

On February 8, 2023, Taiwan Food and Drug Administration issued the Restrictions on the Use of Eucalyptus globulus and its Extracts (hereinafter referred to as the Restrictions). According to the Restrictions, Eucalyptus globulus and its extracts cannot be used as food raw materials. The restrictions will take effect on January 1, 2024.

Contents of the Restrictions:

• Eucalyptus globulus and its extracts can only be used as food flavoring; their use as food raw materials is prohibited.

• Non-compliant food product using Eucalyptus globulus or its extracts as food raw materials can continue to be sold before its expiration date if the manufacture date of the domestic product or the import date of the imported product is before January 1, 2024.

Eucalyptus oil capsules and throat lozenges are the two primary Eucalyptus product categories available in Taiwan. Most commonly imported from America and Europe, eucalyptus oil capsules are often with the claim of unobstructing breath and easing coughing. However, Eucalyptus oil is reported to be toxic if consumed in enormous doses, and may interact with other medications.

The reassessment of the food safety of Eucalyptus globulus and its extracts proves they are not acceptable for purpose other than flavoring in food. In this case, throat lozenges containing a trace amount of eucalyptus extracts as a flavoring agent will be allowed. Additionally, Eucalyptus oil capsules will be completely banned after January 1, 2024. Upon discovery of non-compliance, a fine of NT $30 thousand to NT $3 million will be imposed.
