On May 11, 2022, Taiwan Food and Drug Administration (FDA) promulgated Regulations Governing the Labeling of Prepackaged Honey and its Syrup Products, which will be implemented on July 1st, 2023 (i.e., applicable for products manufactured after July 1st, 2023).
This regulation applies to prepackaged honey and syrup products sold to both consumers and businesses, but it is not applicable to royal jelly, molasses or processing food produced from honey such as honey cake.
The key points of this regulation are summarized as follows:
1. For prepackaged honey and its syrup products whose honey content is over 60%:
If the product is added with sugar (syrup), then the product should indicate the word “sugar-added honey” or equivalent words in its name.
If the product is added with other ingredient except sugar (syrup), then the product should indicate “xxx-contained honey”, “blended honey” or equivalent words in its name. For example, when lemon concentrated juice is added in honey product whose honey content exceeds 60%, its product name should be labeled as “lemon-contained honey” or other similar expressions. It is not allowed to be labeled as “lemon honey” because it may mislead consumers into thinking that the honey is sourced from lemon flowers.
2. For prepackaged honey and its syrup products whose honey content is less than 60%:
The product should completely indicate “honey flavor”, “honey taste” or equivalent words in its name premising that the word “honey” is contained in the product name.
3. Country of origin of the honey materials shall be labeled on the outer packaging of the honey products in descending order based on the honey content. The format can be:
Domestic honey (when honey is produced locally)
The honey is sourced from country A, country B, country C, …
The stakeholders can also clarify honey’s country of origin in the ingredients list, for instance, “honey (country A, country B)”
4. Only when honey is the sole ingredient, can the product be labeled as “honey”, “100% honey”, “pure honey” or equivalent words. It is prohibited to label “honey” for syrup products which do not contain any honey.
