As per MOPH Notification No. 386 (2017) Re Prescription of Production Process, Equipment and Utensil for Production and Storage of Some Fresh Fruits or Vegetables and Labeling (hereinafter MOPH Notification No. 386) and MOPH Notification No. 420 (2020) Food Production Processes, Processing Equipment/Utensils and Storage Practices (MOPH Notification No. 420), food importers are required to provide documents or certificates of food production system standards that are equivalent to or not lower than the specified criteria. On November 27, 2024, Thailand Food and Drug Administration (Thai FDA) released the updated Notification regarding Document or Certificate of Food Production System Standards for Import of Food Products, clarifying the details of the import documents required in practice. This Notification replaced the old version issued on April 19, 2021, and became effective since the date of promulgation.
As per the latest notification, the agencies issuing documents or certificates in line with the criteria specified in MOPH Notification No. 386 must be the responsible government agency of the producing country, its recognizing agencies, or Certification Bodies accredited by an Accreditation Body (AB) that is a member of and recognized by the International Accreditation Forum (IAF). As for agencies issuing documents/certificates in line with the standards specified in MOPH Notification No. 420, they can be agencies mentioned above or those with inspection and certification systems in accordance to the Guidelines for the Design, Operation, Assessment and Accreditation of Food Import and Export Inspection and Certification Systems (CAC/GL 26-1997).
In principle, the documents or certificates submitted shall be originals. However, if the original versions are not available, then their copies are also acceptable as long as they are certified by the issuing agency, the producer's embassy in Thailand, a government agency, or a state-recognized individual such as a Notary Public. In addition, the certification of copies is no longer required for food production standard documents or certificates that can be verified online. The online verifiable information should include at least:
(1) Name of the food production system standard
(2) Name and address of the certified food production facility
(3) Scope of certification
(4) Date of certification, expiration date, or certification status
(5) Issuing agency (CB), Accreditation Body (AB), or standard owner
If the documents or certificates are in languages other than Thai and English, the stakeholders should attach a Thai or English translation certified by one of the following:
(1) Thai embassy or consulate in the producing country
(2) Embassy or consulate of the producing country in Thailand
(3) A person or an agency conducting standardized document translation business with certification
(4) A Thai graduate with at least a bachelor's degree in a program using the document's language as the medium of instruction
(5) A university-level professor teaching the document's language at the said institution
