Vietnam Overhauls Food Declaration and Registration with New Resolution No. 66.13/2026

1. Vietnam’s Resolution No. 66.13/2026/NQ-CP restructures pre‑market approval into two pathways—Declaration of Applied Standards and Product Declaration Registration—expanding scope to more pre‑packaged foods and supplemented foods while redefining exemptions. 2. For imported and special foods (health supplements, medical foods, foods for special diets, and supplemented foods with claims), the Resolution tightens technical dossier requirements and extends the review period up to 90 days, but simplifies consular legalization and allows more flexible testing options. 3. Existing products receive a 12–24 month transition period to update declarations and registrations, after which old approvals cannot be used for new production or import, though previously produced/imported goods may be sold until expiry.
