Philippines Proposes New Rules and Regulations on the Authorizations Covering Food Business Operators and Processed Food

On May 3, 2023, the Philippine FDA released the draft document titled “New Rules and Regulations on the Authorizations Covering Food Business Operators and Processed Food, and Other Food Products Repealing Administrative Order 2014-0029”, aiming to repeal AO 2014-0029 and other related issuances in the licensing of food establishments and registration of food products, thus to address emerging concerns and to be abreast with internationally acceptable standards.

US amended the color additive regulations. Canada proposed MRLs for five pesticides in multiple food categories. FSANZ consulted on the energy labelling on alcoholic beverages.

Philippines to Revise Regulations on Food Additives and Processing Aids
Feb 01, 2023
On January 19, 2023, Philippines FDA unveiled the draft of Revised Guidelines on Food Additives and Processing Aids, Repealing Administrative Order 88-A s. 1984. The draft was formulated as a replacement of the existing Philippines regulations on food additives and processing aids, and shall apply to all manufacturers, distributors (importer, exporter, and wholesaler), and traders of food products. Comments can be sent to gapascual@fda.gov.ph before February 3, 2023.

Australia and New Zealand permitted the use of Alpha-Amylase from the GM Bacillus Licheniformis as processing aid.

Philippines Revises Guidelines for Prepackaged Processed Food Products Containing Trans-Fatty Acids (TFA)

On October 27, 2022, the Philippines FDA announced to amend FDA Circular 2021-028 entitled Guidelines for Prepackaged Processed Food Products Containing Trans-Fatty Acids (TFA). The Circular aims to eliminate the industrially-produced Trans-Fatty Acids (TFA) in the Philippines food supply chain by 18 June 2023.

Japan revised the Ordinance for Enforcement of the Food Sanitation Act. Indonesia drafted new regulation for processed food registration. Thailand unveiled the exposure drafts of five food regulations. Singapore updated the List of New Farms and Establishments Approved to Export to Singapore. Philippines proposed to revise Guidelines on the Unified Licensing Requirements and Procedures. India mandated the rules for foreign food manufacturing facilities of five food categories to register with FSSAI. EU amended regulation as regards maximum levels of dioxins and dioxin-like PCBs in certain foodstuffs. The U.S. announced to remove the dual labeling requirements for certain packages of meat and poultry products. Canada seeks approval for the use of alpha-cyclodextrin. Australia and New Zealand consulted on the use of alpha-amylase.

Philippines to Update Guidelines on Licensing Requirements and Procedures of Food

On May 26, 2022, Philippines FDA opened the comment period for the draft of Updated Guidelines on the Unified Licensing Requirements and Procedures of the Food and Drug Administration Repealing Administrative Order No. 2020-0017 till June 2, 2022. The Guidelines shall take effect 15 days after its official publication.
