[Updated] Japan MHLW Revises Regulations for Dairy Products
Mar 25, 2024
On January 19, 2024, Japan Ministry of Health, Labor and Welfare (MHLW) revealed an amendment for the Ministerial Ordinance Concerning Compositional Standards, Etc. for Milk and Milk Products (hereinafter the “Standards”). Stakeholders and the public have the opportunity to provide comments on the proposed changes until February 17, 2024. The revised standards are expected to come into effect in mid-March 2024.

Japan Proposes to Revise the Approval Matters for Powdered Infant Formula

On August 16, 2023, the Minister of Health, Labour and Welfare (MHLW) of Japan issued an Approval Matters Proposal Regarding Formulated Milk Powder Containing Fungus Powder (draft), seeking comments from the public until September 15, 2023. The draft proposes the addition of detailed provisions for powdered infant formula, including the inclusion of specific bacterial strains, intake tests for infants, and data requirements.

Japan Updates the Requirements of Dairy Products’ Sanitary Certificates

Japan MHLW announced that imported dairy and dairy products must be attached with sanitary certificates issued by the exported countries/regions based on the amendment to “Food Hygiene Law." This requirement will come into effect on June 1 this year

Japan to Increase Butter and Decrease NFDM Imports in 2019

On January 30, Japan's Ministry of Agriculture, Forestry and Fisheries announced its intent to import 20,000 metric tons (MT) of butter and 20,000 MT of non-fat dry milk (NFDM) in Japanese fiscal year 2019. This reflects a 7,000 MT increase in planned butter imports from the previous year as food processors ramp up demand for imports, but a 7,000 MT decrease in NFDM imports on weaker than expected demand and higher ending stocks.

The list of countries approved to export raw milk/milk products to Japan has expanded to now include Ukraine and Puerto Rico A health certificate issued by the competent authority in the exporting country will also be required for all consignments of raw milk products arriving in Japan on/after 1st of November 2017.
