Japan Issues New Requirements for Imported Agricultural and Livestock Products

On September 28, 2022, the Japanese Ministry of Agriculture, Forestry and Fisheries (MAFF) issued Notice No. 27, which regulates the acceptance, storage and packaging requirements for imported organic agricultural products, organic livestock products and organic processed foods. On the same day, MAFF announced the specification standard of organic product labeling. The above requirements have been officially implemented since October 1, 2022.

In September of 2022, China released 18 GB standard drafts on food additives, including GB 2760. South Korea revised Health Functional Food Code. Japan released new requirements for imported organic agricultural products and organic livestock products. Indonesia proposed to amend the quality requirements for health supplements. EU promulgated its new regulation on food contact recycled plastics/recycled plastic FCMs. America revised the irradiation phytosanitary treatment of imported fruits and vegetables. Canada enabled the use of Pectin Lyase from Trichoderma reesei RF6199 in various foods. Australia revised the product standard for beverage.

Japan Revises Labeling Requirements for Foods for Specified Health Uses

The Consumer Affairs Agency of Japan issued No. 343 notification, stating that contents in Regarding Labeling Permission for Foods for Specified Health Uses were revised. According to the comparative table of the prior and amended article provisions, the application scope of re-permitted FOSHU, the marking requirement for mandatory labeling, and the application documents of FOSHU have been modified. Japan Issues Organic Processed Food Standards

On September 1, 2022, the Ministry of Agriculture, Forestry and Fisheries of Japan (MAFF) issued the Japanese Agricultural Standards for Organic Processed Foods (hereinafter the Standards), involving the terms, definition and classification, production management requirements, labeling requirements, and a list of allowed additives added in the production process of organic processed food. The Standards will be officially implemented on October 1, 2022.

[Updated] Japan Revises Health Food Labeling Regulations

On August 9, 2022, Consumer Affairs Agency (CAA) of Japan unveiled proposition 235070040, a draft version of Points to Attention Regarding Health Foods Under the Act Against Unjustifiable Premiums and Misleading Representations and the Health Promotion Act (hereinafter referred to as the draft). According to the draft, the product in the form of tablets and capsules are clearly included in the scope of health food; a batch of permitted health claims are newly added; the requirements for advertising and labeling claims of health food are further explained. Any comments can be sent to i.kinousei@caa.go.jp before September 7, 2022.
