China Infant Formula: OEM Brands Invest Heavily in Infant Formula Plant Acquisition

After the January 1st 2018 infant formula registration deadline there will be great change in China’s infant formula market. Just over half a year remains to meet registration requirements. It is reported that many infant formula manufacturers have already submitted the application for recipe registration to CFDA. Chinese authorities have also began the process of auditing domestic infant formula plants, and the audit of overseas infant formula plants will be started in Q3. It is expected that the list of the first batch of registered infant formula recipes will be published soon in May or June.

China’s infant formula market is entering a new age. High-end domestic brands reported three-digit growth in the first quarter of this year while smaller companies are now teetering on the brink of extinction with little prospect of meeting the impending Jan 1st 2018, infant formula registration deadline. In the context of this regulatory reform market behavior has been erratic and unpredictable, already precipitating a chaotic price war which has negatively impacted the performance of some domestic brands evidenced by significant price reductions and share price devaluations.

New Testing Items for China Infant Formula Sampling Inspection

According to the “Implementation Rules for National Food Safety Supervision Sampling Inspection” released last month (see CL news report on Feb. 24, 2017), which also includes the requirements for infant formula sampling inspection, lutein and nucleotides will be part of the new inspection items from March 2017.

China to Start the Revision of Infant Formula National Standards

On Feb. 16, 2017, China National Center for Food Safety Risk Assessment (CFSA) held a conference soliciting comments from industry experts regarding the revision of infant formula national standards. The CFSA will be the competent authority taking charge of the revision. As the market for infant formula is huge, the revision of infant formula standards will have a significant impact on infant formula manufacturers, traders and importers.

China Infant Formula: Countdown to Infant Formula Recipe Registration Deadline

The grace period for infant formula recipe registration has been extended to Jan. 1, 2018. Unregistered infant formula will not be allowed to be sold on the Chinese market after that date, which means there are only ten months remaining for infant formula manufacturers to finish registration.

China Infant Formula: CFDA Drafts Provisions for Labeling and Stability Research for Infant Formula Recipe Registration

On Jan. 26, 2017, China CFDA released two supplementary documents pertaining to infant formula recipe registration, namely “Technical Guidance for Labeling of Infant Formula Recipe Registration” and “Technical Guidance for Stability Research of Infant Formula Recipe Registration”. The period for public consultation will end Feb. 20, 2017.
