1. Definition
As per BPOM Regulation No. 27 of 2022 on Supervision of the Importation of Drugs and Food into Indonesian Territory, processed food means food or beverage that is processed in a certain way or method with or without food additives.

3. Market access approval
3.1 Product registration
In Indonesia, all processed food in retail packaging must finish product registration with BPOM to obtain Business Licensing to Support Business Activities (PB-UMKU). For imported products, the registration should be undertaken by local importers appointed by foreign manufacturers. BPOM may conduct on-site inspections of overseas manufacturers if necessary. In principle, the PB-UMKU shall be valid for five years, and can be prolonged via extension of registration.
Processed food registration is implemented based on the risk level. PB-UMKU functions differently for different risk categories:
1) For high risk category, PB-UMKU functions as Marketing Authorization. The scope of high risk includes:
New registration for food for special medical purposes and food for special dietary uses.
New registration for food with claim on the label, GMO food, irradiated food, food using certain raw materials/food additives with maximum limits, food additives, alcoholic beverages, pasteurized/commercially sterilized food and other new technology.
Major variation registration for high-risk food.
2) For high risk (notification) category, PB-UMKU functions as Marketing Authorization with Notification. The scope of high risk (notification) includes:
New registration for high-risk food with risk management program certificate, voluntary SNl (Indonesia National standard) certificate.
Similar food to those high-risk food which has obtained Marketing Authorization.
Organic food.
3) For high medium risk category, PB-UMKU functions as Approval Certificate. The scope of high medium risk includes:
New registration for SNI mandatory food.
Major variation for medium-high risk food.
4) For low medium risk category, PB-UMKU functions as Commitment Fulfillment Certificate. The scope of low medium risk includes:
New registration for food without claims on the label, without specific consumer target, with or without frozen storage, the addition of food additives without ADl or maximum limit, or without food additives/raw materials with maximum limit.
Renewal registration.
Minor variation registration for medium-low, medium-high, and high risk food.
Major variation registration for medium-low risk food.

3.2 Import certificate
To import processed food into Indonesian territory, importers shall obtain the SKI Post Border as Import Certificate either before or within seven days after the goods are released from the customs area. The SKI Post Border shall be applied by importers with valid PB-UMKU from BPOM. Each SKI Post Border is valid for one import only. 4. Product compliance
4.1 Product requirements
All processed food products that circulate in the Indonesian market must meet the safety, quality, nutrition and labeling criteria in accordance with the provisions of statutory regulations. Major requirements for processed food are outlined as follows:

4.2 Label
The labeling of processed food shall meet the general food labeling requirements stated in Government Regulation 69/1999 Foods Labels and Advertisements and BPOM Regulation 20/2021 on Processed Food Labels. For example, food labels must be written or printed in the Indonesian language (Bahasa). Mandatory labeling items include:
Product name
Ingredient list
Net weight or net content
Name and address of manufacturer and importer
Halal information
Date and production code
Expiry date
BPOM registration number
Origin of certain food ingredients
Besides, the labeling of processed food shall comply with BPOM Regulation No. 26 of 2021 Information on Nutritional Values on Processed Food Labels and BPOM Regulation No.1 of 2022 on Claims on Processed Food Labels and Advertisements.
In addition, some processed food products, such as special nutrition food, organic food, alcoholic beverages, dairy products, have additional labeling requirements in relevant provisions.
