2. Market Access Requirements
2.1 Import Regulatory Measures for Dairy Products
(1) Systematic Inspection of Dairy Products
Taiwan implements systematic inspections on imported dairy products. For exporting countries (regions) that have passed the systematic inspection, dairy products from approved production establishment can apply for import inspection. For countries (regions) that have not completed the systematic inspection procedure, only dairy products under specified commodity classification code (CCC) can apply for import inspection.
(2) Official Health Certificate from Exporting Countries (Regions)
Dairy products imported for human consumption shall be accompanied by an official health certificate from exporting countries (regions). This certificate must include wording indicating that the products are fit for consumption or compliant with relevant food safety and sanitation regulations of the exporting countries (regions).

2.2 Import Inspection
Imported dairy products must be inspected at the ports of entry as per the Regulations of Inspection of Imported Foods and Related Products. The inspection authority may proceed product inspection with the following measures, taking into account the inspection history of products from the same origin and CCC code, as well as the inspection authority’s consideration of health and safety:
Batch-by-batch inspection,
Randomly-selected batch inspection (regular randomly-selected batch inspection / reinforced randomly-selected batch inspection)
Batch-by-batch verification
Certification inspection
Oversee inspection
An import permission notice will be issued if the products pass the inspection. Imported products fail the inspection may be returned, destroyed or subject to corrective measures as mandated.
3. Product Compliance
3.1 Product Requirements
The use of food ingredients and additives in dairy products, as well as sanitation requirements for dairy products, shall comply with the relevant regulations as below.
