China's Taiwan Meat Products Regulation

2. Market access requirements

2.1 Systematic inspection

Taiwan implements systematic inspection on countries and regions exporting meat products (classified under HS Codes 02, 0504, 1601, and 1602, covering livestock and poultry products).

  • For countries that pass the systematic inspection, eligible items can apply for import inspection with the TFDA.

  • For countries that do not pass the systematic inspection, only authorized products and designated establishments from specific countries are eligible to apply for import inspection with the TFDA.

2.1.1 Bovine spongiform encephalopathy risk control

Taiwan currently allows five BSE-infected countries to export beef products to Taiwan. The beef must come from designated establishments, and comply with the Quarantine and Inspection Procedure for Imported Beef as well as specific requirements for each country.

Other BSE-infected countries seeking to export beef products to Taiwan must submit applications to the TFDA and APHIA. Beef imports from these countries are strictly prohibited until the applications are thoroughly reviewed and approved by the authorities.

2.2 Quarantine requirements

Imported meat products shall go through quarantine measures by the APHIA. Major quarantine requirements for importation of animal products for human consumption include:

Please note, quarantine measures for beef imports from approved BSE-infected countries shall comply with the Quarantine and Inspection Procedure for Imported Beef .

2.3 Import inspection

Imported dairy products must be inspected at the ports of entry as per the Regulations of Inspection of Imported Foods and Related Products. The inspection authority may proceed product inspection with the following measures based on inspection history of products from the same origin and CCC Code, as well as inspection authority’s consideration of health and safety:

  • Batch-by-batch inspection

  • Randomly-selected batch inspection (regular randomly-selected batch inspection / reinforced randomly-selected batch inspection)

  • Batch-by-batch verification

  • Certification inspection

  • Oversee inspection

Only when products pass both quarantine measures and import inspection, the import permission notice will be issued. Otherwise, the products may be returned, destroyed or subject to corrective measures as mandated.

3. Product compliance

The uses of food ingredients and additives in as well as sanitation for dairy products shall comply with the relevant regulations as below.

4. Labeling

According to the Country of Origin Labeling Requirements for Beef and Other Edible Parts of Cattle as Ingredients in Food (Q&A), products containing beef and edible parts of cattle must indicate the country of origin of these ingredients. which is determined by the country where the animal was slaughtered.

Similarly, under the Country of Origin Labeling Requirements for Pork and Other Edible Parts of Pig as Ingredients in Food (Q&A), products containing pork and edible parts of pigs must specify the country of origin of these ingredients, which is determined by the country where the animal was slaughtered.

For prepackaged meat products, the products shall also comply with general prepackaged food labeling requirements to conspicuously indicate the following matters in Chinese in the container or external packaging of food:

  • product name

  • name of the ingredients

  • net weight, volume or quantity

  • name of food additives

  • name, telephone number and address of the overseas manufacturer and the responsible company in Taiwan

  • country of origin

  • expiry date

  • nutrition label

  • genetically modified food raw materials, if any

  • other matters designated by the central competent authority in public announcements
