China

On December 13, 2024, China National Health Commission (NHC) approved eight new food additives. This approval list includes three enzyme preparations, one food spice, one nutritional fortification substance, two food additives with expanded usage scope and one nutritional fortification substance with expanded usage scope. Regulation highlights in other areas of China:

South Korea

On December 30, 2024, the MFDS promulgated the revised Enforcement Rule of Act on Labeling and Advertising of Foods. While the revisions exempting ice cubes and ice cream from the "Do Not Refreeze After Thawing" warning take effect immediately, other revisions will come into force on January 1, 2026. (Read More)

Notably, mandatory nutrition labeling has expanded to cover honey, processed animal foods, etc. It will be implemented gradually based on the sales scale of enterprises, from 2026 to 2028:

  • For businesses with annual sales exceeding KRW 12 billion in 2022, the revised standards will apply to the manufacturing, processing, repackaging, or importing of food products starting January 1, 2026.

  • For businesses with annual sales of KRW 12 billion or less in 2022, the revised standards will take effect starting January 1, 2028.

Japan

On December 24, 2024, Japan's Consumer Affairs Agency (CAA) released a draft amendment to the Food Labeling Standards. The proposed changes mainly concern food additives and nutrition labeling. Public comments can be submitted until January 28, 2025, via the e-Gov platform. Additionally, the proposal's conclusions have been submitted to the Consumer Commission for consultation. (Read More)

Southeast Asia

Vietnam's Ministry of Health (MOH) is currently consulting on an amendment to the existing QCVN 8-1:2011/BYT National Technical Regulation on the Limits of Mycotoxins Contamination in Food, which sets maximum limits for several contaminants in foods, including aflatoxin, ochratoxin A, patulin, deoxynivalenol, zearalenone, and fumonisin. Stakeholders can submit feedback to the MOH prior to February 25, 2025. (Read More)

On December 31, 2024, the Food Safety and Standards Authority of India (FSSAI) introduced a new provision under its Food Safety Compliance System (FoSCoS). On December 19, 2024, FDA issued a final rule, finalizing updated "healthy" nutrient content claim. Manufacturers choosing to use this claim have three years to comply but may adopt the new criteria sooner. (Read More)

Canada

On December 18 2024, Canada published the final Regulations Amending Certain Regulations Concerning Food Additives and Compositional Standards, Microbiological Criteria and Methods of Analysis for Food (the Regulations) in the Canada Gazette, Part II. The Regulations took effect immediately after its publication, amending the Food and Drug Regulations (FDR) to modernize the frameworks governing food compositional standards, microbiological safety criteria for food, methods of analysis for food, and food additives.     Australia and New Zealand

    On December 19, 2024, the Food Standards Australia New Zealand (FSANZ) announced its approval to permit the use of Vitamin K2 (as Menaquinone-7) as a permitted form of Vitamin K in food for special medical purposes (FSMP). Food ministers were notified of the approval. If no review is requested within 60 days, the Food Standards Code will be amended accordingly. (Read More)
